Warning Is Attachment

First I had it had

Warning Is Attachment = no

I sent a file with an exe file (blocked on file list).  The warning is
an attachment.

I changed it to

Warning Is Attachment = /etc/MailScanner/rules/virus.attachment.conf

That file contains

From:   default no

Still comes in as an attachment.  I did restart MailScanner after every
change.  Any idea what I'm missing?
