Yes that was it -thank you!

I was using an old spam.actions.conf file to control the spam actions of 
some users.  The configuration must different now although the one example 
in the new MailScanner.conf file does not clearly indicate how to specify 
default behavior and how the actions should be entered.

e.g., (old)
default          deliver
user at domain.com  delete
user1 at domain.com  delete
