V4.03-1 permissions on bin/Sophos.install

When I tar -xf MailScanner-4.03-1, permissions on
MailScanner-4.03-1/bin/Sophos.install are:

-rw-r--r--   1 root root        2236 Oct 25 16:41 Sophos.install

Is this correct?  Should this not be -rwxr-xr-x, as it was in the past?
