Your "To:" rule below should make all mail to "a at lssi.net" never be marked
as spam.

Yes. But if you tell it to always include the spamasssassin header, it will
still call SA to calculate the header string.

For the sake of clarity, it is probably worth adding
fromto          default         no
to the end of the list of rules, so you know what the default value will be.
