SPAM tag outging email

Hi I think this is happening but are trying to test

I have many users that I allow to relay using POP before smtp
of course they are often connecting through dialups

The pop before smtp allows them to send fine but what seems to happen if I
use say
relays.osirusoft.com
there local IP address maybe in there as a dynamic IP so there outgoing
mail gets tagged

Well at least I think it does any ideas how to stop authenticated peoples
email been taged ?
