V4: not including Inline Warning (4.00.0a10-1)?

I am at a loss with this.  Here is what I have tried:

- Started from scratch, using the default settings in mailscanner.conf

- Downloaded 4.00.0a9 and used the default mailscanner.conf

- I see that /opt/MailScanner/bin/MailScanner/ConfigDefs.pl has
"/opt/MailScanner/etc/reports" for the inline messages, but not
"/opt/MailScanner/etc/reports/de" or "/opt/MailScanner/etc/reports/en"
Due to this, I have tried changing ConfigDefs.pl to .../reports/en/...,
and also copying the files from /en to /reports.

- Created a /opt/MailScanner/etc/rules/MarkInfectedMessages.rules with
"FromOrTo: default yes"

Nothing has created the inclusion of an inline message.

Any suggestions as to what else I could try?
