You just use a ruleset for it.

Allow IFrame Tags = /opt/MailScanner/etc/rules/allow.iframe.tags.rules

Then in that file put
From:           *@*.dilbert.com         yes
From:           other at mailinglist.com   yes
FromOrTo:         default                 no

(FromOrTo will work just as well as FromTo, it's just a bit clearer what it
means)
