some messages not getting scanned

Looks like the secoond sendmail is using the same queue as the first one.
So, most likely your sendmail is not configured right.

In fact, if it only happens sometimes, I'd say that your "incoming" sendmail
is the one that's wrong - it's probably queue-running as well as accepting
incoming messages.

I can't remember where the option to change that is in Debian, though. You
did say you were using Debian, didn't you?

Have a look in /etc/defaults/sendmail or somewhere like that; I'll try to
find out exactly where.
