Messages not being signed

Ive noticed a few messages are not having the signature added?

"Sign Clean Messages" is set to yes, and the majority of messages get signed.

Cant seem to see a common factor, Mailscanner has definitely scanned the message as the header is added.

Seems to have all been html messages but I receive html messages with the signature added as well. The messages are not encrypted either.

Can anyone give any reasons why a message may not be signed?
