Problem setting Spam Actions rules

It seems as if the rules for spam.acions.rules is only working for
normal spam and not high scoring spam? Here is my config options and the
error I am getting.
MailScanner.conf
# This can also be the filename of a ruleset.
#Spam Actions = store forward anonymous at ecs.soton.ac.uk bounce
#Spam Actions = deliver
Spam Actions = /etc/MailScanner/rules/spam.actions.rules
# This can also be the filename of a ruleset.
#High Scoring Spam Actions = deliver
Spam Actions = /etc/MailScanner/rules/highspam.actions.rules
Below is the error I am getting when restarting MailScanner

/etc/MailScanner/MailScanner.conf, setting value of Spam Actions twice!
Can't continue processing configuration file until these errors have

I also tried setting the high score to the same actions file as the
normal and I get the same error.
Does anyone have any advise on how I can get the high score spam to
follow the same action rules as the normal score?
