error starting mailscanner

You probably just installed your distro, and file modification times
are in future, because timezone was not yet used at installation time.
Just do touch /etc/mail/*.
Oh, sorry, your date seems to be incorrect - 2000-01-06. Check
your system time.

You don't have perl MIME Parser (probably MIME-tools) installed.
