Settings being: viruscan, spam filter, spam score, spam action, etc.

The interface at the moment is mainly allowing the configuration of the
mailscanner.conf plus the rule files.  I thought I'd write something
that covered the basics (i.e. the conf file) and then work out what else
people needed from the, hopefully, constructive comments.
