In MailScanner.conf:
Required SpamAssassin Score = /etc/MailScanner/rules/req.sa.score.rules

In /etc/MailScanner/rules/req.sa.score.rules
To:     *@domain1.com           5
To:     *@domain2.com           2
FromOrTo:       default              9
