Split queues

Okay, I've changed my mind.

I have put in the split queue support for kicking MTA's to tell them 
about messages that need delivering in all queues.

*Please* test this stuff in:
    Sendmail
    Exim
    Postfix

Without sufficient testing, I will withdraw it again.
