list subject options

I guess I second Jeff's request here. Mailman supports it and on all the lists
I run I use that feature. In my situation, I have a dedicated email account
which receives mailing lists, most mailing lists prefix the subject while
others don't.

The ones that don't are annoying (but the list maangers won't change it aka
Red Hat), but prefixing the subject line is done by others and it makes it
easier for users to filter them out into folders etc.
