list subject options

List Managers,

I stared hard at my mailscanner-beta options on your Mailman webpage,
thinking that I could modify my Subject line for the list to be
like:

Subject: [MS-beta] whatever...

I checked the administrative interface of my own Mailman setup (v2.1.8)
and realized that subject_prefix setting seems to be an admin-only
thing.  Hmmm...  I would like to be able to tell the difference between
mailscanner and mailscanner-beta list postings in the subject line.
