Sys::Syslog 0.16 problems

There's been a couple of reports on the main list about people installing
0.16 Sys::Syslog and MailScanner not able to start due to inability to
create syslog calls correctly.

Looks like some has changed as when they 'downgrade' to 0.15 it all works
fine again...

Can you have a look see??
